Toba Aquarium, located at 3-6 3-chome Toba in Toba City, Mie Prefecture, opened in 1955 and is one of Japan's most established aquariums. With about 1,200 species — the most of any Japanese aquarium — and roughly 30,000 individuals, it ranks as one of West Japan's largest. It is the only Japanese facility that houses a dugong (currently a single individual, Serena), alongside sea otters, manatees, finless porpoises, African manatees, emperor-penguin relatives, and many other rare marine creatures unavailable elsewhere. Its 12 themed zones use a free-flow design, letting visitors explore at their own pace. Located 10 minutes on foot from Toba Station, it is a popular destination paired with Ise Jingu pilgrimages.

10-minute walk from Kintetsu/JR Toba Station, via direct walkway. From Nagoya, Kintetsu limited express ~1 hr 40 min, ¥3,950. From Ise Jingu: 15 min by car, 30 min by train. Sata-hama West Parking ¥800/day. Pairs naturally with Toba Bay cruises and Marineland — perfect for an Ise-Shima itinerary.
When to photograph the sea otters?
Japan currently houses about 3 sea otters total nationwide; Toba's «Mei» and «Kira» are precious. Feeding times (10:30 and 15:30) bring the most activity. The rare «tool use» — breaking shells with stones — is a must-shoot. The tank is small, so close-range through-acrylic shooting is needed; a fast lens is essential.
